Short answer: Habitability is not "can you physically stand in the house." It is whether the home is reasonably usable for its intended residential purpose: accounting for health, safety, and functional use.
Factors that support uninhabitable
- No functioning HVAC
- Kitchen or bathroom not operational
- Active mold or air-quality contamination
- No water or electricity
- Structural safety concerns
- Dust / debris from active repairs making rooms unusable
Evidence to submit
- Contractor or IH report on habitability
- Doctor's letter if medical concerns (asthma, immunocompromise)
- Photos showing construction-zone conditions
- Utility shut-off documentation

Policy language
Most Florida HO-3 policies use language like "not fit to live in" or "necessary increase." The standard is reasonableness.
