Short answer: No. Under Florida law, only a licensed public adjuster can negotiate an insurance claim on your behalf. A roofer who does so is committing unlicensed public adjusting, which voids contracts and can trigger DFS enforcement. A roofer can inspect, estimate, perform repairs, and answer technical questions, but cannot negotiate claim value or execute settlement documents for you.
What a roofer CAN do
- Inspect your roof and provide an estimate
- Perform repairs under contract with you
- Submit an invoice for work performed
- Answer technical questions from the adjuster (as contractor, not as negotiator)
What a roofer CANNOT do
- Negotiate claim value
- Attend a claim inspection as the insured's representative
- Execute settlement documents
- Communicate with the carrier on behalf of the insured on coverage or scope
